Prisim Night Club on Broad Street is really the only Gay Venue in Victoria that I know of. It's a pretty fun bar though and always packed.
Oh, and Undersea Gardens is not a waste of money. It's about $8 and you get to go below the surface of the inner harbour, see local fish and watch a live underwater diver interaction show.
I do agree that MIniature World is a waste of time unless you are 80 years old and like minatures.

I dont' think you need a "gay venue". There are a few gay bars in Victoria but if you're here as a tourist, I'm not sure why you wouldn't want to see all the attractions Victoria has to offer. Fun things to do whether you're gay or straight

royal bc museum
empress
wine tour
centre of the universe
things to do that are a waste of money
miniature world

Victoria is one of the most gay friendly cities in Canada - after all, we have our own Gay Pride Parade!!! There is nothing in particular that is a gay venue. Gays are accepted anywhere. Come and enjoy!!!
