Attending school while on H-4 is NOT violation of status. Period. H-4's cannot work. They can study where ever they want.
Once your H1 has been filed by an employer, you have to work for him before you can start transferring. You have to get a job before the quota ends. You will be able to work only from OCT 1st.
No you cannot be hired on another person's H1b. For more responses go to immigrationvoice.org as there are a lot of people on H1B

Umm, you are NOT in violation of your visa by studying. H-4s cannot work--I think they were confused.
Have you thought about applying for a job with a non-profit or a university? They're not subject to the cap so you won't have to worry about the deadlines.
