Black ink CANNOT be covered with black ink. Because of the different needle used to outline the outline will still be visible inside whatever black shape you use to cover it. Cover ups are always possible, however what and how is very debatable and would depend entirely on the artist you choose. Only being able to see it would help decide on how easy it is. Perhaps consider a couple of sessions of lazering to break it down before moving onto a colour piece.
Colour is always good for cover ups the only problem is that certain colours are very transparent and unsuitable. Good cover up colours are purples and greens. Organics makes great cover ups if that is your style. Check out an artist called guy aitchison for his organics work.

I fancy complete sleeves. I like so much, a lot more than sleeves on a frame, however within the realm of hands, complete sleeves are beautiful. I feel if performed good(with ANY tattoos), they're simply lovely and flattering. My favourite is complete sleeves on females.

You have to find a really good tattoo shop thats good at doing over ups. Remember black ink can only be covered with black ink.

That's almost impossible to say without seeing the tattoo. And even then, some artists would be able to help you, and some wouldn't.
Best bet is to check out the local tattoo places and see if any of the artists do cover work, and get their professional opinion.

Not sure if you can go over it but you can def. add color to it. JUst like everyone is gonna tell ya you have to go see your artisit because we cant see it. Good luck and I hope it turns into what you want.
