Go ahead and make the report. If not, you'll have to decide which is more important - the welfare of 40 dogs or having her mad at you.
Secondly, many hoarders have mental health issues that contribute to their hoarding. If you feel the situation is dangerous for the person or that the person is a danger to others (humans, not animals), this becomes a matter for the police. Again, when you call them, you can ask them if they will keep your information confidential. They will check out the situation. Then they can take the appropriate steps, and they will call in the local animal control agency to take care of the pets if they remove the person from the home.
Other than being mad at you if she decides that you reported her (which you can choose to admit or not as you see fit), I don't think there is anything she can do to you. Besides, she may decide that someone else reported her and be mad at them!

I don't lie very well.Everyone knows when I do so if I were in your shoes I'd have a friend call and report this person so when I'm questioned about it I can honestly say I did not do it and leave it at that.
Unless your relative is extremely wealthy there is no way all those dogs are getting the attention they deserve or the regular vet care they require and I'd question if this person has the funds to buy dog food for them all.

You can file a complain with the Humane Society annonymously. This way, the family member will be unaware of what's going on.
If this person has 40 dogs, the Humane Society and psychologists will work with her to help the problem.
Since this is a psychological condition: considered to be a form of obsessive-compulsive disorder, she will need help.
Try to remember, that any situation like this is really an unhealthy one, for both the pet owner and the pets. The best thing you really can do is have the Humane Society work with her.

Call the SPCA and ask them what minimum care a dog needs. Also ask what the law says about amount of dogs, but just say you're doing a project and need to know this, etc. Go visit him, while you're there check the dogs out again.
If the dogs are not getting what they should, it falls to you to report it. It could have been reported by ANYONE who has seen them, as I am sure he has neighbours? It won't immediately cast suspiscion onto you.
If the dogs are getting the care the SPCA talk about, check the amount in terms of what the law says. Call it in if it's crossing the law about care or amount. Good luck, it's not easy.

I would call the humane society and jsut say you'd like to remain annonomous but the person living at "so and so adress" has many dogs, their intense bad smell coming from the grounds and you are worried about the animals. What can she do to you if you call the authorities and give them a heads up? If you realize that they have too many dogs, likely someone else does too, how would they know it was you that did the right thing?
40 dogs is way too many for someone to care for properly. Even if they can afford vet care and feeding, you know that 40 dogs aren't getting the attention that they all need!
