A theory is better, it involves some thought. However, if you have no thought at all, it is better than belief. Belief is just a mess of confusion that you think is true.

A theory is much more useful in the presence of evidence. However, in the absence of evidence, people find far more comfort in baseless beliefs than in admitting they have no clue, so they do have a value as well.
The problem arises when people cling to comforting beliefs even with the advent of opposing evidence. As frustrating as this is to theory-minded folks, it's human nature.

A theory is open to change. Beliefs makes is it harder to accept changes.
As society grows and core beliefs are challenged it will be the religious that is hardest to deal with changes.

A theory is a belief that has been tested and retested and for the moment proved to be correct. I don't think either is really better, they both serve a purpose, and there is no such thing as an absolute truth.
