You don't state the age of your brother, and that would be a major factor in what his "problem" might be. If he is over the age of 7 but before puberty, it is likely a uncontrollable tic, that a minority of males suffer (under 3%) and will work itself after he reaches puberty (as it is hormone related).
If your brother is over the age of puberty, it could be he had a problem with post-nasal drip/severe allergies or a brain tumor and should be encourage to see a medical professional as soon as possible.
It is likely only Tourette's Syndrome if he spouts out other things than just UMP. He would spouting many other inappropriate words/phrases at socially inappropriate times.

Two possibilities come to mind.
1) there is too much throat drainage, and it is causing him to clear his throat, and that has become an unconscious habit.
2) The sounds are a symptom of Tourette's Syndrome, where a person, particularly when stressed, will make odd sounds or repetitive motions or jerks with their limbs, or odd facial movements.
It is fine to ask him questions about his noises, but be very careful to not tease him about it, or make fun of him. Yes, I'm sure this is sometimes embarrassing for you. But this is something he very likely cannot control, and will have to learn to live with it.

You did not state his age, but even so, it could be a number of things. It could simply be a "nervous" (unconscious) "tweak", or it may have something to do with his breathing. Is he overweight??? Asthma??? It may very well be nothing. Has he been seen by a qualified physician??? What do your parent/s think? Does he snore??? If you're not sure, he should be referred to an ear, nose and throat specialist....or it could be a very mild mental "tweak". Good luck to both of you. I've known people who make noise that they are not aware of....usually it's nothing. BUT, my motto is "Better safe than Sorry".

Talk to a doctor about this. There are a number of conditons that can cause this. Tourettes' and Tic Doloreux are 2 of them.

it could be an obsessive compulsive thing...
people with obsessive compulsive disorders have "rituals" that they do (like clearing their throats a number of times before they speak or do certain things) to calm themselves down and help them focus.

how old is he? i dont know what it is. have you asked him? i know a boy who does this teeth chattering thing every now and then.
