I want to do something for a congrats. It can be to either just the "bride to be" or to the couple. I thought about a really cute wedding planning book or something, but one of them is having a Hawaiian wedding instead of a traditional wedding. What do you think?

Buy something for their weddings...their new last initial painted in glitter framed and matted so that guests can sign is one idea...or chicken soup for the bride's soul (I have a copy that has been used by three brides before me and I am instructed to hand it off to a good friend when she gets engaged).

To Each other or did they get engaged to separate ppl at the same time?? Umm...too vague a question....what are they like? destination or not? Low budget or Skys the Limit?

For the Hawaiian one, Disney does hawaiian weddings.
(Not Cheesy, but various extremely Classy weddings!!)

you could compile a scrapbook you and your friends and the fun times you had together--storybook style. the effort, pictures and notes will be especially sweet.

you also could give them a pendant engraved with any phrase word you'ld like them to keep. eg, best of friends, your name and her name, her name only, or from your name with love...

truthfully you gotta force yourself to think something up... keep on thinking and asking people for ideas then ideas will come to you :D
