I am not talking about a normal or timed relay. I want one that when it is energized for a second it flips pins until it is energized again then flips back. If there is something like that out there what is it called?

It is called a latching relay. Not unusual item in a good catalog.

Of course there is! It's called a pulsed relay. Applying power to the coil produces a magnetic field which pulls a pin down onto a ratchet. That movement rotates a cam which controls the relay contacts. When power is removed from the coil, the pin returns to its normal position which "resets" it. Applying power again to the coil will index the cam all over again, reversing the contacts .... those which were open become closed, those closed become open.

This type of relay is generally used for situations where the on-off state is of long duration so minimize power consumption since the relay coil only has to be energized for a short period of time (less than a second).

maybe a relay that's been integrated with a computer, but normaly the relays get energized when they recieve either a ground or 12 volts.
