Bring him aside and ask him why he doesn't want to go. If it's because everyone expects him to go with a specific someone, then drop hints that you still don't have a date, and how sweet it'd be to see everyone's face when you two show up together. If he's into you he'll ask you, if he's not, then you should move on rather than waiting. The worst thing you can do is wait for someone who isn't into you while someone who wants you misses his chance because you're stuck in a fantasy.

Talk to him frankly about his reasons. Also, keep in mind that proms are REALLY expensive for the guy and he may simply not be able to afford it. If that's the case, you may want to help with the costs?
Or, choose another date. It may not be your first choice, but at least he'll be there for the right reasons, and not because he felt pressured into going. That's not the way fabulous memories are made.

This is selfish of him. Your young only once. You get only one prom. If he wont go, ask some one else to take you. Even ask his brother. But go. Don't let him cheat you out of a teenage memory! Your his gf not his dam slave!
A wee bit of advice. I don't see this relationship lasting any way. As this boy sounds so selfish, self centered, it's all about him. I think if you stay with him your gonna be the one who always is crying. As it appears to me he don't care how much something means to you. He just always gonna do what he wants.

I wouldn't even bother. Since he can't seem to take a hint without refusing other people to say he's going with you, then he doesn't truly want to go with you. So, instead of making you feel bad, he tells others he'd rather not go at all. It was a nice thought, but if I were you I'd find someone else. He sounds like a dud to me.

tell him that you like him and that you really want to go to the prom with him and it'd mean alot to you if he decided to go....if he says no then just find someone else to go with or go with a group of friends

just let him know how much of a great time you both will have. also let him know that it doesnt matter what anyone else thinks. the have nothing better to do then to judge others. you both should go just to give them something else to talk about. only god can judge me

Ask him what's more important to him: your request or what people think. I think he might just be a jerk because people who care about what others think are too ego-centric. I am sure that you will get somebody better.
