well what this means to me is that a drunk man can say things with out thinking first but a sober man he is capable of holding back his tounge bacause he is in a clean state of mind...in other words a drunk will say things that he would never say in a sober state....lol and it's funny 'cause its true...well for some anyway

In most cultures, parents/adults teach younger people that they should be polite and respectful towards others. Many of us heard the phrase. "If you can't say anything nice don't say anything at all."
The point is that alcohol lowers peoples' inhibitions and they are more likey to say what they are thinking...without restraint. A drunken man is very likely to say what the sober man might be thinking but would not normally say.

There is an old latin proverb "in vino veritas" which sounds more dramatic! I agree to an extent but can often be a skewed, slightly distorted and impractical truth without the rationality that sobreity brings.
