now its only sometimes i notice like and only when they are dropped so is this normal cuz it does seem to have some lumps and gets alot bigger than my other testical and all the lumps appear around my testical not in it but than it goes back to normal everytime? anyone know?

I had the same thing after I hit puberty. When my testicles dropped the holes that they travel down were supposed to close naturally. Only one did. As a result occassionally one testicle ( the one with the open pathway) would swell to double it's normal size. Definitley a weird situation and in those situations you are curious about something unusual, after checking it out I found that if I gently squeezed it the fluid would travel back to wherever it came from.
When I went to my Doctor, I was on the operating table within the week. According to him this can cause testicular cancer.
Do go to your doctor. Explain everything and that is probably what it is from what you are describing. You will want to do this sooner rather than later.
