We would like to take group pictures at a public beach in Los Angeles County in celebration of a wedding but we don't know whether we have to contact someone or petition for something. if we do, where can we get the information?

While there is nothing stopping you from taking a group photo at a public beach in LA, if you ask your paid photographer to do so, he or she will need to comply with some local regulations to take the photo legally.

Essentially, they need to have this permit to show that they have proper liability insurance which in the case of still photography is $500,000 in coverage. Any local pro will know the rules and comply if they are repuatable. I have heard that there have been crack downs for this sort of thing down in Orange county and in San Diego, but have not heard how strictly this is enforced in LA.

As an interesting aside..the city also gets in on the game if you photograph sporting or other events at city parks...

Just ask somebody in the beach if they knew someone who is a good photographer if there no one who knows just ask anyone who is good in taking pictures.

Actually, you don't need to contact anyone.

Now, if you were thinking of reserving a specific section so that no one can go there, you may wanna contact your city hall.

However, since it is public, no license or permits are required to use it.

i live in south carolina and a photographer and have never heard of that. i would advise you to go right after sunrise or right before sunset, less people and better lighting.
