It doesn't matter what he may or may not have been hinting at. He's engaged. Stay away from him. Don't give him the idea that maybe you would be open to being a "side dish" in his life. Don't flirt with him and don't give him any reward for flirting with you. Instead, every time he flirts, ask him a question about his fiance. That will keep you both focused on reality.

Learning to gracefully ignore this or any idiotic acting guy is a lesson in life---just as in any unpleasant situation---handle yourself with dignity and self respect----just do not EVER react to this guy---turn and walk away--no words--no facial expressions---NO REACTION----you can do it and he will get tired of messing with you. The more you react the more he will do whatever he is doing---so I pity his immature attitudes and his girlfriend must be a little on the silly side to even be engaged to him. Please keep an eye on your personal belongings at work--he may try hiding something of yours to get attention--so bring as little as possible with you and keep an eye on it !! Don't go to the boss---handle this yourself. Just ignore this guy. Good luck

Okay, the case that you aren't stupid, isn't helped by the entire question being 1 sentence.
If he's bi-polar, he's bi-polar all the time ("bi-polar with me" just doesn't make sense).
Here's what happened:
He called you stupid.
You called him stupid and gave a really cliche responce to being called stupid.
He attempted to change the subject to his own sexual prowess.
(In his mind) you then proceeded to laugh at his sexual prowess (hence, you insulted him).
He told you that insulting him wasn't funny.
He's not "bi-polar" and he's not "flirting" either. You just don't know how to read him.

Yeah, not only is his flirting and calling you stupid, he's dehumanizing you. Why do people hire such morons to work for them?! You'd think it would be easier to hire positive employees. Maybe you should record some of the things he says then play it for your boss. Hopefully, your boss will take your side. You don't have to take sexual harassment especially not at work, there are laws against it. God Bless:)
