The white men could be illegals from canada. And the hispanic could be from Puerto Rico.

What are the chances of there being ten illegal Canadians standing in a corner as opposed to ten Hispanics? Very slim.

Lets be real, there isnt this great exodus from Canada because their country provides them with opportunities to prosper, as opposed to the major corruption that is occuring in some, if not most or all, Latin American countries. That is why there isnt an coutcry from people saying, "lets shut down the southern border."

Also, Canadians speak English and arent here in the US demanding: bilingual education, voting ballots, drivers license tests and other government documents in Spanish, and free everything like the Hispanics have been known to do. Nor are Canadians marching out in the streets, demanding more "rights"in which they so do not deserve simply because they are not supposed to be here in the first place.

Additionally, INS doesnt just go out there "checking" people like that because they need a reason to do so. This is how illegal immigrants "come out of the shadows" because they know that an INS or ICE agent cannot just assume they are here illegally because of their skin color. It's ironic how illegals can gather at a Home Depot or a particular spot (10 to 30 people) looking for work without being charged with loitering when a group of Black kids in New Jersey cannot stand on a corner without not being charged with the same charge of loitering.

They will check the hispanic first of course. Remember that 75% of America is white and 12.5% is hispanic. That means there is a 75% chance that the white people are legal and only a 12.5% chance the hispanics are legal. You gotta go with the odds in that case. You have an 87.5% chance of catching an illegal if you check the hispanics first and only a 25% chance with the whites.

Accents would determine it, I think.

However, I our law enforcement would be idiots to ignore the government statistic that 50% of Mexican nationals in this country are illegally here, or that 75% of our illegal immigration comes from Latin America.

If nationality is a LEGITIMATE element of a profile, I think it can be considered along with other legitimate elements.
