Whether we believe or not, we are always guided by the Conscience within us. That Conscience is nothing but what you call as the controlling force or god. The only target for human race is to merge back in the source as all rivers find their consummation in sea. All do not reach God in the same time. It depends on the path we have chosen. Someone may be drifting from the pathways. However as they mature in their understanding they will realize their folly and retrace their steps to God. In fact our efforts are infinitesimal. As you said the force of the river will take all the water particles back to the sea in their own time.
