Don't punish her for it - masturbation is natural and way better than her experimenting with real boys - a dildo won't leave her pregnant or give her STDs...;-)
Just give her one of those door-hangers that say "Do not disturb" or allow her to lock her door, when she needs privacy again. And after that, move on.

well if she saw you doing she must thought it was okay for her to do and she did and you came in. its probably better for her to know what it is now then learn from somebody else
