Okay, not that many of them on the age thing, if any. Check with your local shop, but I'm pretty sure it's 18 across the board.
On people regretting them, no, most don't. On the order of 11% regret having a *given* tattoo, but at least half (two-thirds?) just don't like what they got & are happy with a coverup. Rider, one of the regulars, has an *amazing* fantasy piece on his arm that he got for a coverup of a dragon piece. Somebody has that beautiful koi backpiece you see as her icon for the Best Answerer - also a coverup.
I would recommend not just getting a piece to be cool, fit in, etc. I'm rather pro-tat, but I do agree that people should Think Before They Ink, as yet another regular comments. Certainly get it if you really want it, but make sure it's not a whim.
And to the usual "you'll hate it at 80", what vanity that a tattoo is somehow going to make you hideous - and that no tattoo will make the young nurses chase after you. If anything, those that love their tats stay out of the sun more to keep the tat from fading, which has the side effect of keeping their skin from aging as fast from sun damage.

Anywhere in the USA you have to be 18+ to get a tattoo. Your brother is probably just trying to score points with your parents since they're saying no...
Legally, you can do what you want. You're 18 and it's your body. But I know people who's parents won't pay for college if they get tattoos or piercings that they don't agree with... So if you're under a circumstance like that, I'd say it's not worth it. If they're just going to throw a little fit because they're not used to the idea, then it should be fine. I mean, I don't know your parents, but if I had gotten one and still lived with them (I'm 18 and moved out at 17) they'd get right over it. LIke they did when I got my tongue pierced. They were upset, but got over it.
I don't think you'll regret it. As long as you take the time to pick it out. And the design means something to you. It's the people who walk into a tattoo shop and say "I want that one!" right off the wall that regret it in a few months.

So pretty much everyone has the same answer No, you don't have to be 21 to get a tattoo. I think you brother was just saying that YOU have to be 21 till you can get one.
Butterflies are so cliche'. When I got my first tattoo I got something that was meaningful to me and that I won't ever regret having. I think that people regret getting certain tattoos they have because it has no meaning to them. So before you go and get one make sure you are positive you will like it forever.
The parents thing. Me and My best friend both got our tats the same time and our parents did not want us to get them. Once they seen it they liked it and had no problems with us having them.
Either way it is your decision do with the advice as you wish.

You only have to be 18 in order to get any art done, not 21.
Make sure you take your time and choose what you want.
I am 21 and am covered in work/tatoos that I regret. I also have some work that I would not change for the world.
Just take your time and make sure you want it on your body.
If your parents are saying no, then you should respect that fact and wait.

I think that your parents probably have legitimate reasons for not giving their consent. If you REALLY want this tattoo that will be on your body forever and may or may not look nice and may or may not allow you to wear certain things, you should sit down and discuss it with your parents. Show them that you are responsible and sensible by planning this out carefully and doing research before hand on places to get it done and removing it. Also you could propose to get a Henna(i don't think i spelled that right) tattoo similar to the one you want or something and see if its really something you want. Do it a week before a dance or something and see if you regret it because the tattoo looks really stupid with that dress you wanted to wear. Consider this carefully. I mean, its kind of sad- in about 50 years there will be a bunch of senior citizens with tattoos and piercings in weird places all because of the silly trends of today. Do you really want to be a senior citizen with butterfly on your back? I think that would look pretty stupid, but that's just me.

If you get a tattoo with meaning then how could you ever regret it? If you get a silly little design just because you like how it looks you'll probably will regret it. Your taste change all the time so a design you like today you could hate in 5 years time.
If you get something meaningful to you like a word or saying that will never change and you'll aways like it. Like the word Faith it's something you always have to have.
You have to be 18 which you are, just find the right design for you before yo go and get inked.

Let me tell you from experience, WAIT!!! I turned 18, and got my first tattoo, against my parent's wishes of me waiting until I was 25 (you have to be 18 regardless for no parental consent). I showed them after it healed up, and I was pretty much in house arrest for a month. It's not worth it in that sense...I lost a lot of things for a 3 inch, $100, hourglass tattoo on my foot. But really, how much do you want it, and would you give up everything for it? Good luck!

Why not wait until you are old enough and get some time to think about it? You can't undo it so easily, you have to laser it off and that's no fun (plus expensive). Also, when you are older and want to wear any gorgeous low cut dress or swimsuit, you going to want a butterfly of whatever colors to show?
Okay, I'll be honest, can you imagine the halls of retirement homes some day when all these tattoos, piercings and ball bearings under the skin get old and start fading, sinking and stretching? That is a scary thought....

I would say you should wait to decide what you really want. As far as I know, the age is 18. Im 18 and just got my 1st yesterday. But make sure what you get is meaningful to you and your life.
Oh honestly? Don't get a tramp stamp(tattoo on your lower back). every girl has one, and there not that cute.:)

as far as california goes you only have to be 18. I didn't tell my parents when i went and got one when i turned 18. I let them find it out themselves. They weren't pissed. Just pulled the normal crap parents say and told be you will regret it. I have 3 now and am 30 and I still love all of them
