If only one hand is missing, he can learn to use the other. If he has no hands at all, the other answers are right, he can use his feet, or his mouth. There are tools created especially for this purpose, so the writer can sit up and use an extension tool that holds writing implements, paint brushes...
I know a woman with no arms who competently takes care of herself and her children. She cooks, cleans, changes diapers and holds down a job to boot.
Little is impossible for the person who is truly motivated and who is reminded they can, when they going gets hard.
Check out support organizations for children with disabilities. War Amps can often help supply prosthetics when they're possible too.

some use their mouth some use their feet. There is a young lady who attends the highschool my children attends. She was born with no arms and uses her feet to write, make phonecalls, drive. Even hold a cup so she can drink.!

some people with no hands learn to write and draw by holding a pecil in their mouth. There is a lady who acutally wrote a book! She coulnd't use her hands
