How old are they? First try talking to your sister and let her try to explain the situation more. They're curious as most kids are. If anything, it's better that it's someone thats trustworthy and not some kid in her class. As long as you know that nothing more is going to happen between them, I would suggest not saying anything to the parents for now; especially if they're in their teens. If they're younger than 12, then maybe say something.
I don't know about today, but when I was at that age, kids still had cooties and seeing someone holding hands was like wow; and I'm only 20. Just make sure there's nothing serious going on with them.

The parents are on a need to know in this situation. I dated a girl who at 17 had a 6 year old daughter..she was 10 and got pregnant by her 14 year old bf . I saw a news report that stated 15 % of all third were having sex, using going to a friends house to do homework as a way to get together. They need to be taught the consequences of doing this.If the parents don't say or do something about it then it will be on them and not you.

I would take this matter into serious consideration. Go to the parents of BOTH of them and explain what you saw and what they told you. It is the parent's responsibity to sit down with their children and discuss what is appropiate and what isn't, even if they are playing. Fingering on each other sounds like to much for truth or dare. I hope cousin Gabe isn't that much older than your sister or it could be a problem. It sounds as if they BOTH need someone to discuss with them what they can and cannot do.

You definitely should tell your parents! The kids need to know it's wrong and the parents should be told in case they go further. As an adult, you need to look out for your little sister and your cousin. Do the responsible thing and tell. Your sister will be mad, but she will be better off in the long run.
Also, it doesn't matter what their ages are if they're minors. Besides, they are cousins and that in itself is wrong. Please put a stop to it.

I would set them down and have a long talk with them. Kids are going to experiment and after all this is really how all of us got here. I would not go to the parents unless you feel that you were not able to get through to the kids that maybe they should be a bit more responsible.

How old were they? I believe psychologist agree that girls around the age of 6-10 like to experiment with their bodies. If so, then I don't believe I would tell their parents.

Wow, yeah you need to tell them for sure. That is not a good thing at all. Just sit the adults down and say this is what i saw, this is what they said... There is no easy way to tell them.

If you are that old, then set them down tell them that you understand that they are curious, but that it is wrong to be experimenting with your own cousin. Give them the sex talk.
Tell them that if you so much as hear about them doing it again you will go to their parents.

If she were my 12 year old daughter, I would certainly want to know. It's obvious she's interested in her body... and her reactions from touching other children's bodies ...and little sis needs an adult to answer some of her questions.
