Maybe he/she is talking about the shock you feel when the metallic material from the gum wrapper touches a metal filling. Other than that, I don't think you can..unless you put a drug inside of the wrapper or something.

Actually, yes. The white part of foil gum wrappers can make you high;
I did it once, it really ****** me up for about an hour.

Unless you put something in the gum wrapper, no. Or, if you smoke a lot of gum wrappers you might get high off chemicals in it, I.E. if the paper is bleached white.

why would you want to get high on a gum wrapper?
if your thinking of things like that than you need to find something to do immediately

Who didn't lick them or try chewing on one as a kid...and nothing happened, so I doubt it.
Besides, wouldn't officials where our food is concerned not allow a potentially harmful substance to have contact with food (or somewhat food) items? Maybe your friend is just weird.
