If you are with BT I can give you a couple of options (if not contact your service provider for their equivalent).

First is Choose To Refuse - this is free for 1 month and if want to continue then 3.35/month or 10.05/quarter (you don't have to continue with it if you don't want to). This service allows you to type a code into your phone to block the last number that has called you (even if it's withheld/unknown - doesn't block international calls).

Second is service called Anonymous Call Rejection - this is 4/month or 12/quarter - this will automatically block any withheld number from calling you (again does not block international calls and some switchboards - example hospitals).

That feature would depend on what call features your calling plan offers. It is possible, and some phones can do it on a per call basis. However, most I've seen don't allow you to be so specific. It sometimes depends on what phone features the CALLERS phone has, whether it can be identified and then blocked.
