It depends on the garbage you burn. Random garbage has items which contain various harmful chemicals (nail polish, batteries, plastics, old tires,...), heat may cause them to change and combine and react with each other, the sludge can contaminate the soil and water and the fumes can be toxic. If you have "clean" garbage..this might be a possibility, but often it creates a fire hazard.

the garbage THAT IS BURNED TEND TO BE PLASTICS

like burning tires this puts a very heavy black poluting smoke into the air .a very bad thing to do
one of the worst is polystyrene
the ice in the North Pole was found to be contaminated by this kind of polution ,probably from the USA,

leaves should never be burned this is not garbage it is material for compost

organic wastes from the kitchen mixed in with plastic rubbish creates 70% of the contamination
and it is the easiest to deal with ,if everybody made a small compost heap ,and cover it with leaves at the end of the day after the kitchen waste has been added ,

this does not smell .only uses 2 square meters
and absorbs ,toilet paper, bones, vegetable cuttings ,excrement of any body,.paper ,wood, anything organic
and the result is a rich black topsoil that can be used for pot plants
