a number "+40367163" keeps calling my house, then my cell phone and the processs repeats.
it has left several voice mails (just 15 seconds of silence each), but they have called repeatedly within the last hour. Everytime i answer and speak into the phone, it is basically an echo back (my exact voice). Has anyone heard of this before? how can i block them?

Try this, if you have a answering machine, put on it with a womans voice. " I'm sorry the number you have reached has been disconnected or is no longer in service, Please check the number you are dialing and try again."
If this doesn't work yeah I agree with the other guy change your phone number.

If you are with BT I can give you a couple of options (if not contact your service provider for their equivalent).

First is Choose To Refuse - this is free for 1 month and if want to continue then 3.35/month or 10.05/quarter (you don't have to continue with it if you don't want to). This service allows you to type a code into your phone to block the last number that has called you (even if it's withheld/unknown - doesn't block international calls).

Second is service called Anonymous Call Rejection - this is 4/month or 12/quarter - this will automatically block any withheld number from calling you (again does not block international calls and some switchboards - example hospitals).

it is a telemarketer with a bad talk over switch. Some companies use a auto dialer to see if anyone answers if you do a rep is supposed to come on. I recommend resubmitting to the do not call registry for both your cell and home phone.

your house phone is easy if you have call block on your phone the cell phone the only way to do that is to change the number been there and done that
