its always said to put double the quantity of water while cooking rice. but then u can adjust the water depending on the quality of the rice. if its old then better to put in slightly more water & if new then slightly less, depending on the consitency of rice u want. some people like it a bit sticky so they add more water.

If the rice is new ratio is 1 cup of rice to 1 1/2 cups of water
If rice is old ratio is 1 cup of rice to 2 cups of water

Actually it depends on the quality of rice also but in normal case the water qty must be double to the rice. For 1 glass of rice it is 2 glass of water.
