Try consulting your doctor if you are over 18 years of age. I recently went to see a dietician and she prescribed me Adipex, which is an appetite suppressant. I have heard only good things about it, many people seem to lose up to 40 even 60 pounds or more in just a few months. My goal is approximately 50 lbs and I asked her how long it would take to achieve and she said three months at the max... Just in time for bikini weather!
If you are not over 18 though, more than likely they will not prescribe it for you. The best thing to do, to lose weight fast, is South Beach or Atkins, or you can detox... Which means you eat a certain type of food constantly... And then there's the soup diets, especially cabbage soup. As you can tell, Ive experimented a bit, haha.
Either way, youre literally starving yourself on those diets and the hunger will make you give in, so an appetite suppressant is suggested. Hoodia treatments are a good, in store, suppressant at a reasonable cost, but finding a natural product (which works the best and most effective) can be a somewhat difficult task.
Also, drink a lot of water. It makes you feel full and not so hungry, also it is good for you and of course, all of it 'comes back out'.

The fastest way is to take the alkaline liquid diet.
Fats are nothing more than stored acid. If you continue to take acidic food, even with exercise you cannot get rid of fats. 40 pounds is a lot of weight to lose in a month. Some folks struggle to lose 10 in that time period. It isn't healthy to lose so much so fast, you will likely be mal nourished by the end of the month and feel run down and generally like crap for the big night.
Eat healthy, exercise and lose what you can, but forget 40 pounds.....

Exercise everyday like jogging around the block
Skip meals. Eat 2 times per day than 3 times per day
Dont eat until you're full
Eat fruits at night if your hungry.
Drinks lots of water and stop all the fast food and chocolate.

find calorie/fitness calculator on the net, enter your stats and it will tell you how many calories a day you need to maintain your weight. take 300-400calories off that number and that's how much you need to lose weight.
eat 5-6 small meals a day instead of 3 big ones.
5-8 servings of fruit and vegetables a day.
8 glasses of water a day.
4-6 times a week cardio work out for 30-50min plus light weight training.
no junk food, no sodas, no white flour (white bread, pasta, cookies, cakes etc)

you can't - rather you shouldn't.
I'd try the south beach diet - you'll probably lose 10 lbs in the first 2 weeks if you stick to it.
I assure you that if you starve yourself you'll lose weight initially but plateau just as quickly. you will not maximize your weight loss if you simply restrict food.
try and get 45 min of cardio 5x a week.

Other than cosmetic surgery, not much of a chance.
Maybe 25 pounds if you work out hard core and eat sensibly.
