When you cite the Declaration of Independence, do you put it in quotes? I know that you do not underline it, and the MLA does not accept italicizing.

Italicizing, underlining, and all capital letters are all the same thing--have the same function. Usually this document is just written like this: The Declaration of Independence. However, I would accept it in quotes as well.
