wrong about the answer above me. That would be trespassing. Loitering is when you just stay in one spot for numerous amounts of time...like hanging out in a parking lot of a business taking up space for customers. This is why many people hate skateboarders cause we take up their space...dumb I know. Any business owner and or cop can kick you off a premises for loitering if they don't want you there thats why they use that term so much, I say if there isn't a no skateboarding sigh then i'm free to reign and if there is...take it and skate anyways :-P...(looks in the closet of all his no skateboarding signs and laughs) MMWWWAAHAHAHAHA...uh yeah anyways theres the def to loitering..if you're a skater, a bum, or just a bunch of people hanging out you're not wanted. PEACE

It could be. If you are skateboarding in front of a specific building (using handrails, ledges, etc) then yes, in can be considered loitering... as it could if you were doing in a parking lot or outside other businesses. Basically loitering is existing (regardless of action) outside of a business/office/school (any area not designed for loitering, as parks are) without interest in doing business with the location. For example, skating in the parking lot of Safeway can be loitering. You probably won't be accused of loitering if you go buy a soda in a store and then skate directly home. But if you hang out, yes, definately loitering.
