Police frequencies are only good for a few mile from the town(s) of interest. if you are looking for frequencies for your town, call or stop by your police department and ask them. You are allowed to listen in your home, just not necessarily allowed to have a scanner in your vehicle in some jurisdictions.

There are no definitive listings except for major metro areas and most of those are out of date.

I don't think the internet is THAT crazy yet. What you would be doing though is Obstructing Justice, which in fact is a crime. So if you do manage to find something like that it would be illegal.
