A non-toxic method that doesn't use bleach or other harsh chemicals would be preferred.

I hear you on not using bleach but it's the best way to sanitize something that sat so long.
Mix a cup of unscented bleach in a gallon of water. Fill the bag and let it set for at least 30 minutes. You can slip the hose and mouthpiece into the bag to soak at the same time. I wouldn't do over an hour tho. It is caustic after all. Dump the bleach water and rinse with regular tap water. Let dry.
If you aren't worried about sanitizing, then use baking soda. A tablespoon mixed per liter ought to do well enough. Don't forget the hose/mouthpiece. Let it sit overnight. Empty, rinse and let dry.

Mix bleach and water and pour it in.
Let it sit over night and rinse it out
good in the morning. Good idea to
also soak tube and mouth piece in
bleached water.

Feed that camel some prune juice and it will clean him out.
