-community health centers as they often have dental clinics
-dental schools
Things to consider:
Many states offer dental care to folks who qualify for medicaid. Many clinics, including dental schools, offer a sliding scale for their fees.

Texas does not seem to have much help out there for the senior citizen. I don't want welfare just to make small payments for dental work. I love Texas but it does have its flaws.

You should check with your local social work agency. They often have agencies that are geriatric related. Here in Michigan, for example, we have an agency called the Area agency for Aging and they supply a bunch of information on low cost services for the elderly. Good Luck!
