Who should pay for New York City tax? Only people living in Manhattan or including people who live in Bronx, Queens, etc? And if I only recently moved to NYC and lived in NYC only 3-4 months during 2006, should I be considered NYC resident and pay the city tax? Is there a 180 day threshold or sth like that?
All answers are appreciated!!! Thank you!!!

NYC includes the 5 boroughs: Bronx, Brooklyn, Queens, Staten Island and Manhattan.

You would be considered a NYC resident subject to NYC tax for the time you lived in NYC. You would file Form IT-360.1 "Change of City Residence" if you moved into NYC from another city in NYS.

NYC income tax is assessed on all city residents. The last time I checked Bronx & Queens were part of the city but do let me know if they seceeded from the city.

If you are a resident for less than a full year it is pro-rated. If you were resident for 3or 4 months you owe 3 or 4 months worth of tax, there is no minimum residency period before the tax kicks in.

I am full year NY city resident but have earned income on payroll from Philadelphia and pay city tax there. Should I exempt any NY city tax
