For a Different Answer:
The AIR.
The AIR gets wetter as it dries, because the water evaporates, making the air more humid. Hence... wetter.
If someone hangs a WET TOWEL on a clothes line to "AIR dry", the AIR gets wetter as it dries the towel.
OR. Its a nice windy day, and you just washed your car. The water on your car evaporates as it "AIR dries"; making the air wetter (more humid).
