They play rap music with loud Bass in the evening. i hate it but Im totally afraid of them too because they are bigger and tougher than I am.

Call the police and report the loud music (after reasonable hours to play loud music) The piloce will not reveal who called and placed a complaint. Or - you can talk to the Land-lord about the problem. But I don't know if the land-lord would be discreat and not tell them it was you who have complained.

I have totally had this situation happen to me too. I had a friend come with me and I went and just asked nicely if they could turn it down, I let them know how distruptive it has been, and they didn't actually realize how loud it was, because the speaker was on the floor. they figured since the neighbors beside them had no complaints. they put their speaker on another surface and problem was fixed. If that doesn't work i would contact the landlord. Lodge a complaint, and if that still doesn't work. I would move. It is definatly better though to go to the people directly as a first move. hope that helps and good luck.

* Do not Call 9-11, their job is for emergencies, Call your police department and lodge the complaint with them. If you use 9-1-1 for non-emergencies, it ties up the lines for people who actually need it!

I hate that booming bass myself.. specially when I can't quite hear the rest of the music!

By 'evening' I take it that they don't play it late into the night? Depending on how loud it is, you might just have to live with it if it isn't going on into the wee hours.

You've already been advised to take the issue up with your super or management company, but that doesn't seem to come up to the standard of 'revenge'. I think that for true musical revenge you should play Celine Dion at very high volume... perhaps an endless loop of the Titanic theme...

That would drive any rap fan crazy :)

I had that problem for quite awhile and I don't know where you live and if it's a rental or a condo. But first steps are to speak to your super, there are rules about noice within an apartment. Get the super started on talking to them about the noise. The next step is the managing company. A lot of buildings have rules about rugs being put down on the floors of apartments, I don't think that is only in NYC. But I do know that the noise rules are in most states. Do all of this with documented papers, especially if you own the apartment. Keep at it, keep bothering the super, if you have to get someone from management to come into your apartment at night when the noise begins and see how they would like living with that kind of noise. I lived in a very noisy apartment at one point when I was renting and i got my lease revoked and all of my money back that I had put down as a downpayment as they knew they were in the wrong. If you have to get a lawyer.

I have the same problem with downstairs neighbors. Please do not let them bully you.

Even if you are afraid you can ask the police to come over when the music is blasting and they will ask the neighbor to turn down the music. The police will not say you complained especially if you tell them you are afraid. No one is allowed to intimidate you just because they are bigger or tougher than you are. Please ask a relative or adult friend to be home with you when you phone the police. The police are there to protect you and keep the peace.

I used to work for a 311 call center in a major city and most of the complaints were about a noisy neighbor. When I would ask if they have tried to to speak to their neighbor about the noise, I would inevitably get the answer "no". Once, a lady said that it wasn't her job to confront the neighbor. If you pay rent, and are having problems with the quality of your life, whose job is it to fix it? There are real crimes and people who need real help. If you don't have the guts to take a trip upstairs and try to talk to your neighbor and handle the situation like an adult, I suggest you invest in some baggy jeans and start doing the "running man" because you're going to hear a lot of "Rap" music from here on out.

If you are truly have a real hard time with them,call the police.If you are afraid of them get a copy of the report in case you need it.Invite the landlord to listen to them when they are playing their music.Get the law involved in it, they will get the message quickly.Be careful or give the land lord notice and put in there the true reason,that way he will have to solve the problem for you.Good luck.

Call the manager of your apartment complex and complain. You didn't pay rent to stay up all night listening to the noise. Your other option is the police. Or you can move to a better apartment. Those are your options. Start by calling the building manager.

I know that this does not sound like the respectable school teacher that I am from 8-3, but I like berry's idea. I say record the scream, and play it continuously....add a wierd beat.

The best thing is to let the management know about it. They will handle it. If it is not a rental place then call the police without revealing your identity. They will take care of your neighbors.
