The potato is a vegetable by horticultural definitions. The definition of a vegetable is any part of that plant that you eat other than the fruit. The definition of a fruit is a ripened ovary. So, if it doesn't have seeds in it (or on it, as in the strawberry), it's not a fruit.
Despite these facts, many people refer to certain fruits (i.e., tomatoes) as vegetables, and some vegetables (i.e., rhubarb) as fruits. Even the US government has classified the tomato as a vegetable. People tend to think of sweeter tasting things as fruits, and not so sweet tasting things as vegetables.
So, it really depends on what definition you are looking for, the botanical or the culinary or the kindergarten. (Ask any 5-year-old, and if they say "yuck", it's a vegetable!)

The word vegetable has no scientific/botanical definition but is instead a culinary term. Therefore a potato, given it's uses, can be considered a root vegetable.
It is a tuber. Wikipedia defines the potato plant itself, or Solanum tuberosum, as a perennial plant of the Solanaceae, or nightshade, family, commonly grown for its starchy tuber."
Root Vegetables like potatoes are mainly a source of carbohydrates in the form of starch.

I'm pretty sure it is - I remember being told that it is a vegetable unless it contains seeds. Anything containing seeds is classed as fruit.
