Might mean anything. He could be being polite, he might not be interested in her romantically but it is always flattered to be considered. He might already be in a relationship. He might have his eye on someone else and doesn't want things to get complicated or distracted. When you ask someone something, you always have to be prepared for the possibility that the other person will say no. The way you handle it might open the door for future possibilities or slam it shut, so it's always better to be gracious.

It means that he's not looking for a relationship with anyone right now. He still wants to stay single. He may say yes to kissing or fooling around with you, but he will not date you.
It has nothing to do with you, he just doesn't want a girlfriend right now

It means exactly what he said.
He thinks it was really nice that she gave the offer, but he is NICELY telling her that he isn't interested in perusing anything currently.
Check his dating history maybe he's been recently hurt, or he just plain isnt interested.
