Try getting the courage to ask her. I know, it's damn near impossible. Find her in a place where you and her can talk without too many people nearby. Say "hi" to her and say this,
"Hey, I have something to ask you. I've had you on my mind for a while and I found myself asking you this. Will you go out with me? And, before you answer, can I just say something? The reason why I chose you is because there's this thing about you that makes you unique compared to other girls. You're not like everybody else. I can't put my finger on it, but I'm attracted to you because of this. It's not because of your looks, because I believe that looks don't count. It's who the person is inside that counts. And I think that's what's it. I'm attracted to you because of who you are." Let her answer. If she says no, well, at least you gave a good effort, right? It's your decision. You can do it your way, but I think of this as a near surefire way of getting the girl you want. Maybe not, maybe very much so. Anyway, the best of luck to you. I failed with the girl I admired. Not because of what I said. She said to me, "Oh my god. You're so totally sweet. But I have Jake already, and if it wasn't him, it would be you. But I love him." She just sort of walked away. She liked me before Jake. Anyway, good luck, man.

Do a little research as to what she likes, what are some of her interests...then invite her to see a band she likes, a sporting event, or activity she enjoys. OR Tell her you find her interesting and would like to see what else you may have in common...OR she just seems cool, like someone you could hang out with and would enjoy if she would go with you to...(someplace you know she'll like since you researched her likes and dislikes). Tell her no strings you just think it would be fun. That will not only take the edge off but there wont be any pressure. Besides relationships work out better when they are based on a good friendship!

Don't be worried about people finding out if you get turned down. If you like this girl, other people should be the least of your worries. Just tell her how you feel, and tell her you'd like to try things with her. If she does say no, simply ask why. Maybe it's something that can happen later. Plus, either way you get to find out how she feels about you and she'll know how you feel too.

A lot of girls will be flattered that someone likes them so much that they always think about her. You could do something romantic like leave her roses from an anonymous person and then give her clues that lead to you. Or just go up to her and start a conversation a couple times and then after you sort of get to know her ask her out. Just make sure she doesn't have a boyfriend first.

Oh pity on you for caring what people think about you first of all.

How to ask a girl out? Many ways.
(Direct) "I was woundering if you'd like to hang out some time, maybe [Enter Where ever you normal teens go now a-days here]?" Then talk, try to let it flow smoothly and pop the question.
(Indirect) "Hey, wanna hang out with some friends and I?" Then pop the question in front of your friends if you feel brave.
(Passive) Have a friend ask her for you. This is a weak move.

I hope I helped.

If you never take the risk you won't get hurt, but you won't ever have anything else either! Stop being a wimp and ask her! If she says no it won't be the end of the world.

Just go up to her and ask her out the worst thing she can say is she doesn't like you. If you don't try you'll never know if she likes you back!
