huh? if blood isn't clotting, then it isn't clotting, I am confused...

If I understand your question, you are saying that the blood sample necessary to type and crossmatch the person's blood is not clotting. There are a bunch of reasons why it might not clot and these might or might not be reversible. If they are unable to type and crossmatch the sample and it is urgent enough, they could give an O negative transfusion, although this is not as safe as a matched transfusion.
