What does 'touching' mean in this case? Are you just adoring this person from afar, or involved in a no-contact relationship? Is this an ordinary relationship, but with no sex?

If this is the adoration from afar thing, then yes, you can love them. The Greek philosophers called this kind of love Agape. It can be very deep, but also rather sad if it's never expressed or requited.

If it's something else, what's stopping you two touching? You don't supply enough data.

well it pretty much depends on what kind of relationship you want
if you want a relationship with no touching, then all you have to do is be in one that does not have stuff like that
it is possible but both parties have to agree on no touching (this can be the step after bestfriends)

Could be. I live in Northern Ireland and have fallen for a girl in Canada, we talk on the phone, IM and email so until we meet (this summer) It will have to remain long distance.
