Neither of them are interceptors.
The Sukhoi is an air superiority fighter and the Raptor has a similar role with some ground attack capabilities. (F/A). And strictly speaking, the Raptor is not truly all-weather as its most projected asset, its stealthiness is compromised in rain, making it just as visible as most 4th generation fighters.
Between them, I'd go for the superior firepower and weaponry of the Su-35.

F-22, although the sukhoi, can do the midair reverse slip, which the raptor cant. Slight advantage, but still no where near the speed, and overall dynamics of the f22

Again F-14 Tomcat, though phoenix is overrated, it was effective on its time, sad U.S. Navy haven't seen so much of it in action during desert storm, the credit of phoenix kills is on Iranian tomcats. Perhaps U.S. phoenix was credited as deterrent during cold war days
