ATLANTA (CNN) -- A new report details which states have the greatest number of overweight people, binge drinkers, people who cannot afford medical insurance and other health-related behavior and conditions.

The survey by the national Centers for Disease Control and Prevention is aimed at helping state health departments compare their prevention programs and determine which are successful at curbing unhealthy lifestyles.

"There's a lot of high-risk behavior in the United States population," said the report's author, Julie Bolen of the CDC's National Center for Chronic Disease Prevention and Health Promotion.

For example, of the 134,000 people surveyed:

• 31 percent said they don't wear seat belts.

• 14 percent report binge drinking.

• 23 percent admitted to smoking cigarettes.

The report's state-by-state analysis revealed regional differences in healthy conditions and behavior. For example:

People living in the Dakotas are least likely to wear a vehicle seat belt; 59.8 percent in North Dakota and 58.2 percent in South Dakota admitted they don't always buckle up. By contrast, residents of California and Hawaii are most likely to strap on a seat belt, with less than 13 percent in each state saying they didn't always buckle up.

The dairy state of Wisconsin leads the nation in drinking alcohol -- both in the number of drinkers per capita, at 70.4 percent -- and in the number of imbibers who admit to binge drinking. Puerto Ricans drank the least at 26.6 percent, closely followed by Utah at 28.1 percent and Tennessee at 28.8 percent.

People in Kentucky are most likely to light up, with 30 percent reporting current cigarette smoking, while resident of Utah had the lowest rate of smoking at 13.3 percent.

Breaking down adult smokers by race, the median percentages were:

• 23.6 percent whites

• 22.8 percent blacks

• 23.1 percent Hispanics

• 41.3 percent American Indians or Alaskan Natives

• 10.7 percent for Pacific Islanders or Asians

The survey found 17 percent of all Americans were obese, but the rate was higher among non-whites; 26 percent of blacks and 30 percent of Native Americans reported being seriously overweight.

Colorado had the lowest obesity rate -- about 12 percent -- while Mississippi had the highest rate, 21 percent.

"There's regional differences too, just in eating habits. Fried foods in the South and cooking with bacon," Bolen said.

Lifestyle also varies widely by state, with Georgians apparently the most sedentary people in the country, according to the report. More than half of people surveyed in Georgia said they had not done any physical activity in their leisure time during the past month.

Utah was the most active, with only 17 percent reporting no physical activity in the last month.

The survey also looked at health care coverage, finding 12 percent nationwide had no health coverage. Texas had 24 percent uninsured, the highest among states. Hawaii reported the lowest percentage as uninsured, with all but 6 percent of residents covered.

Researchers found some disturbing news concerning colorectal cancer, the second-highest cause of cancer death and second most commonly diagnosed malignancy in the United States.

Fewer than one-third of all adults over 50 reported having completed a home blood stool test. Maine led the country in such screening, with 28.5 percent. But only 9.3 percent of Mississippi residents had performed such a test.

Officials at the CDC say most of the health risks they found in the survey were avoidable and most of the poor health was preventable with more exercise and better eating habits.

Correspondent Aram Roston and The Associated Press contributed to this report.

I smoked and drank for years. I quit smoking and drank more since I did not have to get a cigarette, find a match and ashtray take a puff every so often etc.So since I had nothing to distract me from the drink they went down faster. The wife told me to start smoking again so I would slow down on the booze ! so I quit drinking to, and believe me or not I am very happy. I have more time to enjoy life instead of smoking and drinking it away
