There's a survey on this website: http://www.language-learning-advisor.com/easiest-language-to-learn-survey.html that shows most people agree that Spanish is the easiest for English speakers.
I also feel that German was relatively easy because it is related to English and has more similarities in order and placement.

In the army we take a test called the Dlab, which is basically a language proficiency test. It measures our ability to understand and learn new languages. Different scores make you eligible to learn different languages based on their difficulty. It assumes English is your native language.
The easiest language was Spanish. It has the least "odd" rules of any language, it's written in the standard alphabet, and there are many words in spanish influenced by, and influential of English words. Not to mention, in the states at least, in some area's you have PLENTY of opportunity to practice the language.
Most of the European languages were in the moderate difficulty rating. These included German and Russian, with Russian being the more difficult of the two, if I remember correctly.
At the top were your arabic languages, and oriental languages, and these largely because of the poor translations to english, and the unique alphabet that they each use.
Spanish, as a rule, is considered the easiest language for an English speaking person to learn. I've seen people pick up large quantities of Spanish just being stationed in El Paso, TX, with no actual training or classes. Kids who take spanish in high school remember far more, and are far more fluent in spanish than I am in German, which is what I took in high school.

As a language teacher, some people find it easier to learn a language similar to their own. The words in English are 80% French, so there is a lot in common with the Latin languages (including Spanish). The Structure of English is Germanic, and being able to read and speak German makes it easier to study Old English and Middle English (if you like to read Shakespeare or Beowulf). But, some people find it too confusing to study a language so similar to their own, in which case you might want to study Russian, Japanese, or Chinese (which are really useful in today's world). Oh yeah, Korean has a really cool alphabet.

Romance languages, french, spanish, italian, are easier to learn because they have the same base language, latin. however i took french for four years and nothing came of it, its not as easy as Spanish (which im taking now) and italian (which i picked up in italy) those two are almost identical. if you really want to learn, which its clear you do, try either spanish or italian.

you'll find French easier than it seems...
like.. in French, uncle is oncle and aunt is tante, whilew in spanish/italian it's tio/zio, tia/zia
I guess you should go with a language that is similar to English: German.
