they may check your record when you reenter the us, if the tickets have warrants attached then you may be arrested and held for court or the tickets are paid in full

If you failed to pay traffic fines, chances are there is a warrant out for your arrest. When you apply for a visa, a criminal background check will be conducted and that information will block that visa from being granted. The visa may still be granted, however the local authorities will be notified of where and when you will be entering the country. If you already have a visa, or if for some reason it is not blocked and you do come to the U.S., if are pulled over, the officer will see the warrant and arrest you.

No. it is noy OK, stay out of the USA so there is room for my kid in the university.
