how do i know if irs received notice I received outside pay, i do not re call exact amount, if I did not get notice on how much someone paid me what do I do

You are required by law to keep accurate financial records of any business transactions so it shouldn't matter if the IRS was notified or not. If you've been sloppy about your record keeping the only thing that you can do now is contact the payer and ask them to send you a copy of the Form 1099. If the can't do that, you'll need to dig through your financial records to determine how much was paid to you so you can prepare your tax return.
