Here's some female rulers who've waged war:
Nana Yaa Asantewaa. She led the Ashantis troops against the British colonialists. Yaa Asantewaa's war was the last of the major wars in Africa led by a woman.
Here's another one:
Jhansi Ki Rani (Queen of Jhansi, India, 1850s)
She ruled and fought against the British.
And another:
Lakshmi Bhai, Queen of Jhansi. She was the great heroine of the First war of India who led an uprising against a takeover of her homeland by the British. She became a widow at 18 and died at 22. She lost her life on the second day of fighting. The British won back Gwalior, where she ruled...A popular Indian ballad said that she was the most dangerous of all the rebel leaders.
And 2 more:
Zabibi and Samsi. Zabibi and her successor Samsi reigned as Arabian warrior queens from about 740 to 720 BC. Both commanded armies containing large numbers of women. They fought against the Assyrians.

Queen Anne's War: (1702-1713)
Catherine the Great: Russo–Turkish War against the Ottoman Empire (1768–1774). She started it.
Victoria of England: The Boer War (1899-1902)
Queen Elizabeth II: Falkland War 1982 Prime Minister Margaret Thatcher.
Golda Meir reacted to the 1972 Olympic massacre, and then the 1973 Yom Kippur War
Indira Gandhi: The 1971 India-Pakistan War... she also took India Nuclear.
I'm not even touching Cleopatra, and miscellaneous Regents and Queens from Rome onward in time.

There aren't many countries that had women in charge when war was being regularly waged. There were celtic queens, thats it. Nowadays, when women can actually rule a country, even the men don't want to go to war. I'm sure if when war was so easily waged, won, and fought, if there had been women leaders anywhere, they would have started some, but the problem was that when war was "in its prime" women had little to no respect (eg, it was legal to rape a woman in ancient Rome as long as she wasn't married) so they couldn't rule and therefore couldn't wage war.

There have been women in power who started wars- the fabled Helen of Troy, to begin with. Golda Meir- Israeli Prime Minister against Palestinian and other Arab forces, Indira Gandhi, Indian Prime Minister whose government armed East Pakistan rebels for a seperate country- now Bangladesh, in 1971....

Well, let's see....maybe it's because until the 20th century, most countries were ruled by MEN and not women....that would seem to be a big indicator.
And if I'm not mistaken, wasn't Golda Meir running Israel during the Arab-Israeli War? And how about Queen Elizabeth? She was in power during the Faulklands war....
As for my thoughts, I'm thinking maybe you need to do a little more research.

Indira Ghandi didn't start a war, but she was assassinated for storming Sikh temple. Also, when she lost popularity she declared a state of emergency to keep her position. i think women can be cruel if they want, they just haven't been in the position to be on a large scale. oh, don't forget queen isabella and king ferdinand of Spain. they were right beside each other for the spanish inquisition. also, bloody mary. she got her name for all the non-Catholics she had killed.

I actually disagree with your key point. Congress declared the War on Terror and Operation Iraqi Freedom with ascending votes from many female top guns, including Hillary Clinton and Nancy Pelosi.

because until lately there have been no women in power. The feminist movement only started a hundred years ago so women have not been in power long. as of now there are numerous women in power like the PM of Germany.

There have been queens in Britain who have waged wars and I'm sure there have been several others. And I really don't think sex has anything to do with why wars are fought.
