Where can I find a freeware or cheap program switcher/scheduler?

Question

Where can I find a piece of software which can schedule certain files to be started at certain times. For example, it should be able to start the playing of an mpeg at a specified time and then stop it at a specified time and switch to a powerpoint show.

I would perfer if such a program was free or inexpensive (under $50).

I would try http://www.magnesiummedia.com for free programs that sometimes come with cheap upgrade options.
