Bruce Lee, Jet Li, Tony Jaa, Jackie Chan.
This is rating them in their prime on their technique and fitness. 2nd and 3rd are really close.
Other martial artists that may not immediately come to mind:
Chuck Norris (actually a six time world karate champion)
Jason Statham (watch Transporter 2 to see some of the stuff he can do)

I could simply cut and paste the current and past champions and fighters for pride and the UFC in all weight classes but that would be a waste of my time and yours and only piss off the other people here on yahoo.
ANY pro mixed martial arts figther will be better than any of those actors you mentioned. ANY pro boxer as well. ANY pro muai thai fighter or kickboxer. ANY pro grappler that trains for grappling competitions.
Naming kimura, liddell, sylvia and cro cop seperately would just take way way too much freaking space and time.
I love how people think martial arts ACTORS are comprable to martial arts FIGHTERS. there is a huge difference.
BTW- as far as the bruce lee "myth" goes- even he admitted muhammad ali would have kicked his a ss.

Actual Martial fighters would be:
Joe Louis
Bill Wallace
Benny Urquidez
Don Wilson
I don't think any of the people you listed actually fought outside of scripted movies. I could be wrong.

LET'S SEE.....
In any such list I'd put Mas Oyama for the bullfighting
Chuck Norris for his roundhouse kick. Did you know that his tears cure cancer? It's just that he's never shed a tear in his life.
Brucie cuz he's just so dang famous and not so much for his one inch punch
Marciano for giving boxing a wakeup punch that traveled six inches
Jackie Chan also for being famous
Dana White for popularizing MMA so much that people actually refer to the sport as "Ultimate fighting" and not so much for his amateur boxin'
Royce Gracie for kicking so much ****
Maasaki Hatsumi for keeping the ninpo lineages on a respirator
