You can at the base, but not at the top. The water boils at a temperature that is too low. You could, however, do it in a pressure cooker.

you cannot boil water ar 100 celcius on any mountain top because the air pressure is much less
so you cannot boil eggs or make tea
unless you use a presure cooker
