Check on Petfinder.com and/or Craigslist.org for local ads.

You may not find FREE puppies, as any responsible person will charge a re-homing fee to cover the vaccinations that the puppies SHOULD have gotten.

Oh I am sure there is but why do you want a free one. Go to a shelter and adopt one that might be put to sleep, they are spayed/neutered and up to date on shots, the adoption fees they charge are really a good deal. If you would rather not go that way and want a free dog I would suggest that you wait until you can afford a puppy. Puppies just like kids are expensive with vet care, food, toys etc. Please make sure you are aware of the costs before taking a puppy in, nothing is more devistating to a puppy is to end up in a shelter scared and lonely.
