The best babysitter are the one who are Truly passionate about children and that are approved by YOUR children. If your child(ren) are too young, ask questions and follow your gut instincts.
The following are questions you may want to ask in an interview:
Describe your babysitting and childcare experience. What are the ages of children you have cared for?
Do you still babysit for any of your prior clients?
Do you have any children of your own? If so, how old are they?
Do you have any special training or certification? Are you trained in first aid or infant/child CPR?
What do you like most about babysitting and being with children? What do you like least?
What is your approach to discipline?
How would you handle an emergency situation? (give examples of a situation)
What is the most difficult situation you have encountered while babysitting? How did you handle it?
What kinds of activities do you enjoy doing with children?
What are your personal and career goals? How long do you intend to continue babysitting?
What do you do in your spare time? Do you have any hobbies or other jobs?
How much do you charge and what hours are you available?
** Always believe your own children and look for signs as a precaution. Becasue certain Nannies can be deceiving.

While genuine interest in the children is essential, so are some other factors:
1) Is the sitter trained in CPR? Ideally, I'd want a sitter with a CPR certificate in both child and infant procedures from the local fire department, dated within the last six months.
2) The sitter asks about rules and discipline in the initial interview.
3) The sitter charges reasonably; a lot of the time, sitters are 'keeping an ear out' for kids who have already gone to bed. I'm not going to pay $10/hour for the sitter to eat my food, drink my beverages and use my computer.
Also, I like to see my sitter stand up for herself. I try to make a point that, if I'm going to be late or something else happens, to contact the sitter. When I was babysitting, I had a lot of times when my clients would return late (not just a half-hour or so, I mean 3 hours LATE), drunk, you name it. It got to where I set a 'curfew' for my services: "My mom gets nervous when I'm out past 10, so I'm only available until 9:30 on school nights and 11 on weekends... I hope that's not a problem!" I want a babysitter who asks me questions, shows a genuine interest in my son, and isn't afraid to stand up for him/herself!

Seriously, that's a hard question and here's why. We had a girl come over who seemed great. She asked all the right questions, did all the right things. On the day of the date we placed a nanny cam in the living room. Later we found out that she neglected our 5 month old on the floor!
I would recommend getting a nanny cam and going with someone you know, or someone that comes highly recommended from a friend. Don't be afraid to ask for references either.

Someone who loves kids. when i pick teenagers to watch kids i stay away from those who have no interest children. You want someone who's creative and who will play with and entertain your kids. You also want someone who will be able to control your children in an acceptable manor, stop them from horse playing, breaking house rules, fighting and getting out of control. When you get home, your house and your children should be in the condition you left them or in better shape. A good babysitter is one you can trust. Most importantly, they're someone who your kids look forward to seeing and spending time with. Best of Luck!
