Because the US doesn't need you galavanting around the country when you should be in school. You came to the US on a student visa not a tourist visa...go to school and be a good student. We don't need you running around where we can't find you.

Why would you need more time that 30 days? The 30 day period is to help you find an apartment, attend orientation, get a driver's license, etc. The student visa is to study. If you want to tour, you should get a B-2 visa. As an F-1, you'll get vacations in December for about a month, a Spring Break for a week in March, three months in the summer are optional, and a Thanksgiving Break in November. Plus, when your program is over, you have 60 days to leave the country which is plenty to tour around.
